This section of the budget sets compensation rates for certain workers that will not become effective until 2017 and thus are not fully funded.

Mass Fiscal would have voted with Governor Baker in this matter. Budgeting for something that is not yet fully funded is not a fiscally responsible way to deal with compensation changes.
